Introduction

In 2024 [1] [6] [7], Italy conducted the Blueprint Operational Level Exercise (Blue OLEx) to assess the readiness of European Union institutions in handling large-scale cyber-related crises. This exercise [1] [2] [3] [4] [5] [6], organized by the Italian National Cybersecurity Agency (ACN) with support from the European Union Agency for Cybersecurity (ENISA), plays a crucial role in enhancing coordination and crisis management capabilities among EU national authorities.

Description

Italy conducted the Blueprint Operational Level Exercise (Blue OLEx) in 2024 to evaluate the preparedness of EU institutions for large-scale cyber-related crises [5]. This annual simulation [5], organized by the Italian National Cybersecurity Agency (ACN) with support from the European Union Agency for Cybersecurity (ENISA) under the Hungarian Presidency of the Council of the European Union, serves as a vital platform for enhancing coordination and crisis management capabilities among EU national authorities in response to cyber threats. Senior cybersecurity officials from EU member states and the European Commission participated in the exercise [3] [4] [5], which aims to strengthen information sharing and establish criteria for escalation during cyber crises [6], with a particular focus on situational awareness.

This year’s exercise emphasized executive-level cooperation through the Cyber Crisis Liaison Organisation Network (EU-CyCLONe) [1] [3] [5], established in conjunction with the NIS2 Directive to ensure a high common level of cybersecurity across the Union [3]. EU-CyCLONe is designed to collaboratively manage large-scale cyber incidents [1], linking technical cooperation with Computer Security Incident Response Teams (CSIRTs) and political cooperation through the Integrated Political Crisis Response (IPCR) [1] [3] [4]. The exercise aimed to identify areas for improvement in standardized responses to cyber incidents and crises [3] [5], fostering collaboration among crisis management leaders and highlighting the interconnectedness of cyber resilience across Europe [2], particularly in critical sectors such as energy [2].

Hosted in Rome by the ACN, the exercise saw Director General Bruno Frattasi express satisfaction with the outcomes [5], underscoring the importance of regular meetings among member states to discuss effective practices for cyber crisis management [6]. The results of the exercise will inform future evaluations of EU cybersecurity strategies and contribute to the ongoing assessment of the Blueprint for coordinated responses to such events, which was adopted in 2017 [1] [3] [5]. The Chair of the EU-CyCLONe Network noted the exercise’s success in managing complex cross-border incidents [6], emphasizing the necessity of rapid coordination and effective information-sharing in responding to evolving cyber threats [6]. Regular exercises like Blue OLEx are essential for developing better communication and coordination strategies among cybersecurity teams across the EU [4], ultimately aiming to create a resilient system capable of addressing potential cyber crises and ensuring a safer digital environment for citizens and businesses in member states.

Conclusion

The Blueprint Operational Level Exercise (Blue OLEx) is instrumental in fortifying the EU’s cyber resilience by fostering collaboration and enhancing crisis management strategies. The exercise’s outcomes will guide future cybersecurity evaluations and strategies, ensuring that EU institutions remain prepared for evolving cyber threats. Regular exercises like Blue OLEx are vital for developing robust communication and coordination frameworks [4], ultimately contributing to a secure digital environment for all EU member states.
